 Organized Retail Crime Alliance (ORCA)

In September 2016, we formed ORCA in an effort to combat the rising problem of retail theft.  We started in Billings with a strong partnership between law enforcement and loss control professionals from our members.  In addition to retail Loss Prevention folks from our member companies, we also have representatives from the County Attorney’s office, the Billings Police Department, City Attorney’s office and the County Sheriff’s Department.  We meet monthly and share information.  We also use a secure web site to help build cases against thieves.    We are growing into the other 6 major markets and soon will cover the entire state.  If you are experiencing unacceptable losses, contact Brad Griffin at to learn how you can become involved.
